Communication Strategy Implementation for the Teachers Service Commission

The Assignment

The Teachers Service Commission (TSC) was established under Article 237 (1) of the Constitution and is mandated to register and employ trained teachers. The Commission is the largest single employer in Kenya with more than 400,000 teachers in its employment. Sasa Media was contracted to support the implementation of the existing communication strategy and ensure TSC effectively communicates and engages its publics/stakeholders.

Key milestones

  • There was industrial harmony going by the high number of positive tone of stories that were covered compared to the negative ones.
  • TSC adopted a more robust proactive communication process as opposed to reactive approach. As a result, the Commission set out the teacher agenda rather than previously when other agencies like trade unions were allowed to run ahead with misinformation that prompted the TSC to fire-fight.
  • TSC became more aggressive in stakeholder engagements than ever before. For the first time, the Commission held an engagement with the media and all stakeholders during the reopening of schools for second term in the 2020/2021 academic year.
  • In time of crisis, TSC came out with strong strategic communication activities which helped to nip in the bud what would have damaged the reputation of the assignment. It was for this reason that efforts of a pressure group of teachers was quickly suppressed in the media while the issue of TSC scrapping the B.Ed degree was clarified.
